The Move to E-Manifests: What You Need to Know

If you are part of the hazmat industry, you have probably heard about the changes coming to the Hazardous Waste Manifest. Previously a six-part form, the form will be moving to a five-part form and available electronically, now known as an “e-manifest”. The official change to this form is anticipated to go into effect June 30, 2018. So, what do you need to know before the Hazardous Waste Electronic Manifest Establishment Act is implemented?

What is the Hazardous Electronic Manifest Establishment Act?

The act is the implementation of an online manifest system that was built and will be funded by user fees and submission fees per manifest. These fees will continue to fund the maintenance and updates of the electronic system over time.

The new system will log hazardous waste shipments electronically saving time, resources and dollars for the industry and states.

Registering with E-Manifest

You may not be planning to handle your manifest’s electronically just yet, but you still need to register for e-Manifest. The EPA will be scanning the manifests received by mail to be reviewable through the e-Manifest portal.

Each user in your company will have to register with e-manifest, no account sharing will be allowed. The EPA will not be assigning a cost to register. If you have already registered to test the e-Manifest program, you will have to re-register with the live program.

In addition, if you are a transporter, each driver will have to be registered as well.


The e-Manifest Act has a user associated fee to back the development and maintenance of the new system. In addition to the user associated fee, each manifest has an estimated submission fee, which will be finalized by the end of May.

  • $4.00 for an electronic manifest (including hybrid)
  • $7.00 for a data file upload of paper manifest data
  • $13.00 for the upload of paper manifest image
  • $20.00 for submission of a paper manifest form by mail

Whether you decide to stick with paper manifests, switch to e-manifests or choose a hybrid of both there will be a change in cost and the submission and filing process for your business.
